In the 70’s, CEO David Allburn, a Viet Nam era veteran, BSEE/MBA, built a 1000-man national sales force for a financial services firm that listed him in the Standard & Poor registry. In the 80’s he successfully syndicated, with help from SCORE, a $680,000 private placement to start a healthcare service company that prospered by accelerating collections for hospitals until the Clinton Administration began. In the 90’s he led software development teams for large scale data mining and customer relationship management project. Upon 9/11 he founded and led a child protection nonprofit during which time he developed this fingerprint method. In 2007 he formed NFp and received a grant from Ohio’s First Frontier program to pay for the patent applications. He is active in the National Association of Professional Background Screeners whose members have been trying for years to figure out how to offer affordable fingerprint services to their numerous clients.
Our Chief Marketing Officer has been a sales record-breaker for several of the nation’s largest live-scan makers, through which he developed and maintains relationships with C-level officials who make decisions about fingerprinting. He is an expert in the fingerprinting industry.
Our Chief Technology Officer has his BS in Aeronautical and Computer Science, and is an expert in FBI fingerprint standards, approval procedures, software design and performance. In former roles he advised on the design and achieved sales success for live-scan fingerprint systems, learning how the fingerprint regulatory and technology climates were evolving. He formed key relationships with FBI officials and secured their approval for various software-hardware combinations for capturing fingerprints. He is a recognized industry consultant, currently advising manufacturers of enrollment systems based on fingerprint recognition, and is developing a low-cost versatile live-scan system NFp plans to offer its clients.
Chief Financial Officer, Linda Decker, MBA/CPA (inactive), was formerly the Director-Operations Financial Management for Wendy’s International-owned stores. Responsibilities include managing all core accounting functions for 1,400 stores ($1.4B sales), a department budget of $4M, and key financial systems including the introduction of point-of-sale debit cards. She provides CFO services to NFp and other firms on a consulting basis. She will specify and install the financial systems and controls.
Communications Director, Stephen Puffenberger, BS-ED, is President of Advent Media, Inc., a full-service media production company in Columbus, Ohio, specializing in training and promotion digital content creation for a wide variety of local and national clients. With 40 years of experience in A/V design and development, Steve is the author of PainFree Presentations, a book that serves as a comprehensive guide to projected presentations. Steve is guiding the development of training for Trusted Observers, and is building and hosting this Website.
