Welcome to is for people who have agreed and are qualified to serve as a Trusted Observer witness (T-O) for National Fingerprint's Concierge Fingerprinting Service using the patented Self-capture Pack.

The Trusted Observer's USA duties include:

  1. Viewing training and producing "proficiency" prints that verify understanding of the process.
  2. Receiving the Self-Capture Pack materials.
  3. Going to meet the client at the designated meeting place.
  4. (For most assignments) Photographing the Client and their photo ID onto a supplied memory card "chip" using the Trusted Observer's or Client's own camera.
  5. Assisting the Client with Fingerprint Self-Capture.
  6. Verifying and attesting to the fact that the fingerprints are genuine.
  7. Confiscating the captured fingerprint samples and signing to start Chain of Custody.
  8. Personally delivering the completed Pack to a locked mail or courier drop box or counter
  9. The duties do not include "taking fingerprints" because applicants produce their fingerprint specimens themselves. 

How to Become a Trusted Observer


A unique feature of National Fingerprint's fingerprint background check service is that we send a "Concierge" Trusted Observer to assist and observe clients taking fingerprints. We have teamed up with American Signing Connection (ASC) to use their vast network of closing-agent notaries for this task.. Note to ASC Notaries

Your information is filed by the American Signing Connection for consideration when a fingerprinting or real estate closing assignment comes up near your location. There is no need to provide tests or quiz pages until you are contacted about a specific assignment opportunity. Guiding people through the fingerprinting process is a non-notarial witness duty. Guiding people through a real estate closing does of course include notary duties.
